Aviation is one of the most challenging and demanding environments for human performance, where errors can have catastrophic consequences. However, aviation is also one of the most successful industries in terms of safety, thanks to the continuous efforts to learn from incidents and accidents and to improve the design of systems, procedures and training. The Flight Standards Service promotes safe air transportation by setting the standards for certification and oversight of airmen, air operators, air agencies, and designees. They also promote safety of flight of civil aircraft and air commerce One important component of ongoing efforts to improve surface safety at towered airports involves conducting Runway Safety Action Team (RSAT) meetings at least once each year. Participants are asked to help develop recommendations and solutions to enhance surface safety. Those recommendations serve as the foundation for a site-specific Runway Safety Action Plans.
